I don't use Wireless N at all because of other nodes on my network are
not N capable. So I've kept my entire network G for the time being. So
even without using N I had this issue.

Since reporting the bug, I have freshly installed 11.10 64-bit, with the
updated options for the iwlagn drivers in options.conf.

  While upgrading 2 separate laptops from Ubuntu 11.04 to 11.10, one being
  a Dell E1505 with an Intel 4965 card, the other being a Dell 1545 with a
  WiFi Link 5100 card, both suffer from nearly null wireless speeds. Both
  computers will connect to the network just fine, however, wireless
  speeds are terrible. Connecting directly to router via Cat5E cable and
  disabling wireless results in normal speeds.
  
  Both machines had kernels upgraded to latest mainstream kernels, and problem 
persisted. I had to revert both machines back to 11.04.
