This is very confusing to the user. For example I get some error
messages from Thunderbird while browsing with Firefox. When this
happens, Thunderbird is brought to the front all of a sudden, but the
Firefox window still remains technically active. Clicking the Firefox
icon does nothing, since the window is active even though I can't see
it. The only way to get Firefox to the front is to first click some
other launcher icon to deactivate Firefox.

The Unity launcher icons should always and in any situation bring the
clicked application to front. In my opinion this is a bug, not wishlist.
