The menu contains items for navigating to the previous and next month and year. It is not possible to navigate to those items with the keyboard. That is the bug.
That there are keyboard combos for navigating between months or years directly is a nice subtlety, but it is not a solution to this problem. Until your comment I didn't know those combos existed (thanks, by the way!), and I expect at least 95% of other people who opened the menu wouldn't guess that they existed either. The design does not involve the month changing simply by pressing arrow keys.
