More data points: I am not able to replicate this by creating a new user, starting Evolution, adding drivemount and keyboard applets, logging out and back in again. Everything works fine. So there must be some random crud in my GConf registry that is ultimately causing this problem.
If I start Evolution again as my regular user, then log out and back in again (causing evolution-data-server to be added to my session), then the problem reappears. The keyboard indicator is wrong and the drivemount-applet doesn't start.
