Noticed this a few days ago. I've tried a few different combinations of settings and couldn't get it to stay on. One thing I noticed was that when I set the screensaver to "Never" the screen dimming takes affect about 1-2 seconds after you stop doing anything. I would not be so annoyed by this, but hibernate/suspend kills the network connection which makes a vpn or any other long-running download stop. Very frustrating.
