I just gave myself this problem tonight, and got rid of it again. No change of mouse, keyboard or HID settings (although I will look into those mouse polling settings) Made various changes to the Compiz settings. Of course, I did not document them, but they included adding an animated skydome and changing transparency settings for the cube to give some transparency when not rotating. Apart from that, I think that changes were minor, such as changing the mouse button to change viewpoints, and changing the brightness for menus. "including but not limited to". Having made everything very pretty, I then found I could not move a window, using the mouse, without this lagging-behind effect. Moving the mouse back and forth even made the window spring forward and back again. CPU activity remained at minimum. After making a satisfactory set of tweaks, I always use Ubuntu Tweak to back up my settings. I reverted to my last-backed up good setting. No more lagging windows --- but a bit of tearing at the window edges. Exploring Catalyst Control Centre (AMD/ATI proprietary drivers/software) I selected "Enable Tear Free Desktop" under Display Options. This improved things a lot.
