Public bug reported:

The first time after starting a Unity session, right-clicking on a launcher 
icon opens a menu which doesn't respond to mouse clicks or light up when 
hovered over. I can only close the menu by right-clicking on the launcher icon 
again.
After this first bug the launcher right-click menus work normally for the rest 
of the session.
