Public bug reported:

When opening the activities panel there are applications that shouldn't
be in the active virtual desktop. They all appear there.

After switching from one virtual desktop to another it seems to correct
itself.

When opening the Activities panel each app should appear in its own
virtual desktop and not overlapping in the current one.
