The very last line on https://wiki.ubuntu.com/Unity/LauncherAPI says:
"Capitalisation: In quicklists the first letter of each line should be
capitalised e.g. "Keep in launcher". Names should also be capitalised,
e.g. "Open Office".". And I can see that this line was indeed added by
John Lea.

Applying the same rules from quicklists on tooltips seems a reasonable
assumption, meaning that "Dash home" is correct capitalization.

That said one could argue that "Dash home" is an odd message for a
tooltip. I read it with the same meaning as "run home in all haste" :-)
So perhaps a different string there instead.
