Public bug reported:

To avoid the issue of forgetting about a minimised window on another
workspace, there should be warnings when you try to turn off the
computer while windows are still open.

Instead of 'The system will automatically shutdown after 60 seconds...', the
timer should be disabled and replaced with:
'Warning: You still have <n> windows open! Please save your work before
shutting down.'

Also, on the dialog brought up with Ctrl-Alt-Delete, if there are windows open
then suspend should also say:
'It is recommended to save changes in case battery power runs out.' when not on
mains.
'It is recommended to save changes in case power fails' when on mains but
without a battery that has at least 10% charge.

If on mains and the battery has at least 10% then no warning should
display for standby.
