Public bug reported: I was using the update-manager to complete an upgrade 11.04->11.10 which reported as partial success initially. update-manager reported it cannot proceed further as one important package was not installed properly. It also recommended to post a bug using 'ubuntu-bug update-manager' in a terminal. Later when I accesses the Ubuntu Software Center, it showed a message that apps can neither be installed or uninstalled until the broken package information are repaired. After repairing the package info via Software Center, I was able to use update-manager normally.
