This appears to only be a problem with the dapper-backport. At least I only have /etc/checkinstallrc in Ubuntu Feisty.
However, the dapper-backports checkinstall package (see http://packages.ubuntu.com/dapper-backports/admin/checkinstall) does not contain /etc/checkinstall.
