My problem is that my *root* file system is mounted with NBD and it's
still in use when the NBD initscript tries to unmount it.

If I understood your problem correctly, you're saying that NBD doesn't try at 
all to unmount your NBD-mounted dirs?
If so, then I agree that your problem is not the same as mine, so better file a 
different bug report for it, and describe how you are mounting your NBD dirs in 
the first place.
