Here's what's happening: The GUI configuration uses the value of browser.link.open_external to decide whether to show "new window' (2) or 'new tab' (3) as the current selection, but changing the selection changes both the value of browser.link.open_external AND browser.link.external
Ubuntu modifies the default setting of one of these without modifying the default setting of the other, which is what is causing this confusion.
