Public bug reported:

The list of windows displayed when using the Alt-Tab shortcut should
include at least the main window  for each application showing on the
task bar.  But windows that use the  WM_HINTS property to indicate that
they are not interested in keyboard input are not included.  A simple
example program to demonstrate the problem is attached.
