This bug is caused by compiz. I don't know the exact plugin that does it though. A workaround for now is to directly edit /usr/share/icons/default/index.theme and change 'DMZ-White' to the theme of your choice. I don't know if this bug will be fixed, as Ubuntu is switching to Gnome 3, were much of this stuff is handled differently.
