hoo: My thinking was that perhaps cpu frequency scaling had started working on your machine in 2.6.20 whereas it was broken in 2.6.19. However since it was disabled in the BIOS that can't possibly be related.
If you don't mind rebuilding lots of your own kernels and learning to check out source it would be possible to brute force find the problem by using git-bisect (there is essentially no programming, just lots of waiting and testing of new kernels you've built yourself). This would be a slow process and laborious but it would yield the minimal set change that sparked the problem.
