Because since #54 above it is fixed for me. I just checked with my current version from the ppa (LibreOffice 3.3.3 OOO330m19 (Build:301) tag libreoffice-3.3.3.1, Ubuntu package 1:3.3.3-1ubuntu1) and Natty (11.04) and it is still fixed, i.e. when I open a form in edit mode it is displayed with tools bars shown.
