The vala plugin is only for autocompletion and auto-indentation. However, anjuta 3.0 (from the gnome3 ppa) can of course create vala projects, see also the tutorials on developer.gnome.org. Anjuta 2.32 was released quite some time ago and vala wasn't that big back then.
