Public bug reported:

installation attempt from USB of 11.04 onto a machine running WIN7.
Installer reported existence of 9.04 on system and asked whether I
wanted to upgrade to 11.04, install a clean OS with reformat and one
other option I forgot. I chose to upgrade 9.04 to 11.04. Installation
appeared to proceed with no difficulties, downloaded 30 files and
installed them, removed incompatible files, and then downloaded language
packs. Following language pack installation, hardware configuration was
in progress when the installer crashed. This was the first attempt at
the install, and I have two var/log files to upload for you
