Public bug reported:

Having installed Anjuta (2:2.32.1.1-0ubuntu4) for Ubuntu 11.04 and the
vala-team valac and libvala(-dev) from ppa:vala-team/ppa, Anjuta is not
letting me enable the Anjuta Vala plugin.

I expect to be able to view and enable the plugin from Edit ->
Preferences -> Installed plugins
