Thanks for your explanation. So, there is no point in users first
checking if the bug has already being filed and duplicate it wasting the
time of others who already filed it or discussed it. Its not about any
guidelines, but just preference? Can't the title be edited and made
appropriate? Because this behaviour will discourage users to file bugs
or discuss them, just to find that it has been marked 'duplicate' of a
newly filed bug rendering useless all the discussion that happened on
the report. It will also start a trend of filing bugs without checking
if its already filed.
