This problem has come and gone with me, mostly come in the last month or so.
I used the ps ax | grep indicator-datetime-preferences and then kill the first job method (i.e. proposed by https://bugs.launchpad.net/ubuntu/+source/indicator- datetime/+bug/751175/comments/19). Obviously, this is not an optimum approach to the problem! I think it is a pretty high bug: changing date and time is a common user action and the solution to this at the moment is not for the people for whom "just works" is important.
