Public bug reported:

While doing an upgrade from natty to oneiric, I noticed in powertop that
update-notifier was waking up the system 3-5 times per second:

   6.7% ( 47.2)   update-notifier

I'm pretty sure that if update-notifier were to wait a second or two
before giving me the updated status, it would not be the end of the
world ;)
