You cannot rotate or freely rearrange the toolbars (e.g. place them on one row) 
- afaiu this is a limitiation of GTK+. 
In Inkscape 0.48, you can now choose between three different arrangements (menu 
'View' -> Default|Custom|Wide). [1]

If you detached some toolbars and then changed the arrangement while one
of the toolbars is still floating, the floating toolbar might change the
layout of the icons, but not resize. In such a case either close the
toolbar with your window manager commands or open a new window: this
will automatically reattach the toolbars in the proper locations.
