Public bug reported: I am trying to customize toolbars by dragging icons from the customize popup onto my toolbars, and move icons within the toolbars. This doesn't work - drag and drop of icons seems to be currently broken. I have done this quite a bit in the past so I know how it is supposed to work. Thanks for looking into this.
