Public bug reported:

- Windowed applications that are not in the foreground can be activated
by clicking on their title bar.

- Maximized applications have no titlebar

- Clicking anywhere on the application window of a background
application sends a mouse click event to the application

- The amount of surface available to bring the application into focus
without performing a (possibly unexpected) action is very small. See
screenshot of evolution

Click-through should be disabled on non-focussed applications that are
maximized. I.e, the activating click should not be passed to the
application.
