Yeah that is correct. But the thing is that the game is designed to be completed. The game should be completed anyhow without undoing, or else the option of shuffle would not have been given.
As far as taking different path is concerned, Of course we can do it. But I want the game to be perfect. There are many similar game available, but almost all of them finishes when there is no pair left even if there are too many bricks left. This is the only game giving option to shuffle remaining tiles, So the game is nearly complete.
