Public bug reported:

Binary package hint: indicator-sound

Using the sound shortcut keys (Fn+ArrowUp or ArrowDown), the sound
indicator only shows two states, either mute or full volume. The sound
volume however is working fine, decreasing or increasing at
corresponding intervals/granularity
