My guess is that the shadow of a window aligned on the right of the last
workspace (right-most one) is wrapped to the first workspace (left-most
one), letting unity think the window is already in the 1st workspace,
while it's not.

The (compositing) shadow must not be taken into account when taking a
decision to raise a window from the unity side launcher.
