This is not really a problem with KDevelop in Ubuntu, but with KDevelop 3.4 in general. Unfortunately this version has been released "english only". The problem has been discussed with the upstream developers and the upstream translation teams. The next version (3.5) which contains a 100% translation will be released together with kde-3.5.7 in about two weeks.
