Yes, there is a bug here.

** Description changed:

  Binary package hint: unity
  
  Initial mouse-over events show correctly, but press events do not, and
  release events outside of the original area are not processed either.
  This is only for mouse buttons shown in the unity panel - everything
  displays properly when on a floating window decoration.
  
  Will provide more details if the symptoms are not easily reproduced, but
  otherwise it's all quite evident.  Only a cosmetic bug, but it does look
  sloppy for such a common component.
  
+ Steps to reproduce:
+ a) Click and hold mouse button on one of these window buttons...
+ b) ...then move cursor off button whilst still holding mouse button...
+ c) ...then release mouse button and move mouse either back to or off of the 
unity panel (or launcher).
+ 
+ Expected window button appearance:
+ a) 'Down' state.
+ b) 'Up' state.
+ c) Still 'Up' state.
+ 
+ Actual appearance (when window maximised):
+ a) Remains on 'mouseover' (highlighted) state.
+ b) 'Down' state.
+ c) Still 'down' state until mouse moves on to or off of panel/launcher, then 
'up' state.
