Thanks for pointing that out. I tried it, and it led me to discover the real cause of my problem. Vim-addon-manager expects a "registry" file, whose location can be specified with "-r". If I use that parameter to point towards the YAML registry file, then my plugin is discoverable.
I wonder if the registry thing is new (I don't seem to have needed it in the past) - but that's fine.
