Public bug reported:

Binary package hint: khelpcenter

So yeah, here's an easy way to reproduce it:

1. Open Konqueror.
2. Press F1 (or go to Help -> Konqueror Handbook)
3. Hover your mouse over the links.
4. ???
5. Profit

Basically, all the links only have a short time they remain clickable
before they become part of the background. This doesn't appear to
affect the top link, but it does affect all links directly below it
(i.e., when the line leading is just font-size+4pt or so; this is not a
problem if you go to the Kubuntu System Documentation where the leading
is double-sized). The only clickable area is the whitespace directly
above lower case letters that don't extend above the x-height of the
font face (I don't remember what it's called, sorry).

I don't know if I'm the only one who's experienced this, but you can also see
this problem by viewing the page in Konqueror:
/usr/share/doc/kde/HTML/en/konqueror/index.html

So this is obviously a KHTML bug, but I don't know if it's introduced
due to Ubuntu's packaging or if it's a genuine KDE bug. I'll go look at
bugs.kde.org to see if I can find a bug related to this, but in the
meantime I'd like it if someone else can confirm its existence. I can
confirm on two computers (both running Feisty), but maybe I'm doing
something wrong.

You may need to install kdebase-doc-html to see the page if it isn't
already installed (for shame!).

** Affects: kdebase (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
