I have the same bug with 10.04 / 10.04 LTS, kernel 2.6.32-32-generic (am_64).
After I upgraded to 10.10 and then 11.04, and quickly downgraded to 10.04 LTS again by overwriting the system files during the installation process, it still had the kernel of 11.04, ie 2.6.38-8-generic am_64 in use. With this kernel suspend and hibernate workt flawlessly. Because I could not get the correct video drivers installed (AMD internal / ATI), I switched back to kernel 2.6.32-32-generic (am_64).
