Judging by the comments in /lib/udev/rules.d/90-libgpod.rules, it appears that the DEVTYPE=partition check was added in order to support certain iPods whose raw block devices look like they have FAT32 filesystems but don't. In other words, changing that line could cause certain other iPods not to work. Thanks a lot, Apple.
