dkreider, this issue is unreproducible in LibreOffice Impress via the Terminal:
cd ~/Desktop && wget https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/360545/+attachment/556416/+files/Feedlot%20Beef %20Prod-online.ppt && loimpress -nologo 'Feedlot Beef Prod-online.ppt' typed a few letters -> saved it in Microsoft PowerPoint 97/2000/XP (.ppt) -> closed -> reopened and notice the slides are not blank in Notes view mode.
