So I switched the driver from postscript to PCL6 and the problem still
occurs

Dell1700n: Generic PCL 6/PCL XL Printer Foomatic/pxlmono (recommended)
device for Dell1700n: ipp://192.168.1.3:631/ipp

Also, on the Dell CD, the only thing in the drivers/ppd/english folder
is:
