Yes. This is affecting my too...and I would imagine that a dual screen system with primary monitor on the right is a pretty common arrangement.
Having to move the pointer to the left of the secondary (left) screen to reveal the launcher on the primary (right) screen is a bit silly (and annoying). The only other option is to constantly show the launcher, which effectively leaves a distracting bar in the middle of your screen real estate. Strangely, on first running Unity the launcher positioned itself to the left of my secondary screen (which worked fine). This also provided two start-up buttons (one to the to-left of each screen). Unfortunately, I haven't been able to recreate this set-up.
