I found this when debugging font-embedding/subsetting in a PDF file;
and doing:

  for i in *.ttf ; do gnome-font-viewer $i ; done

on the extracted fonts/object streams.  This brings up g-f-v with a
sufficiently small copyright scroll area that the issue is shown.  This
is running under Unity, but I don't believe that is likely to have any
interaction.

I am happy to supply a file that will cause g-f-v to display the short
scrollbar, but am not in a position to attach it here.
