I can confirm this on my system, Dell Inspiron 510m laptop running Feisty with latest updates.
By default: It appears laptop-mode doesn't work, e.g. the hard drive never spins down when on battery or AC. Running: "sudo /etc/init.d/laptop-mode" gives no output at all, and there's no /etc/default/laptop-mode file present.
