Solved.

The cryptsetup command must be executed as a root. The message is
confusing.

Before my upgrade I had SUID bit sen ON on the cryptsetup. I did this
long time ago and I forget it. This allowed me to execute this command
as a normal user. The upgrade process replaced that command and - of
curse - during the process the suid bit has been lost.
