FWIW, I use IntelliJ and can reproduce this bug as follows: 1. Open up any project 2. Click and drag a file in the left-hand navigation panel, as if to move it to some other location 3. At some point during the dragging process, the menu bar pops out - despite the mouse going nowhere near the screen edge - and stays open until post #4's workaround resolves it.
