I tried changing the entry in "dconf-editor > desktop > unity > panel"
from "['all']" to the default "['JavaEmbeddedFrame', 'Mumble', 'Wine',
'Skype', 'hp-systray', 'scp-dbus-service']" and this seems to have
'fixed' the issue.

I re-entered the "['all']" entry and the problem returned.

The only reason I changed the entry to "['all']" in the first place was
to get Pidgin to show up, but the command 'pidgin' added to string
wouldn't work. I also use other apps like EasyCrypt which need the icon
in the notification area to work properly.
