This looks like a duplicate of bug #582341 but without more information,
it is hard to tell. What is the installation status of the packages
supplying these files? If you purge and reinstall, can you then install
Emacs as planned? Are there other missing files in the system? (This
is untested, but I assume it should not normally produce any "file not
found" error messages: cat /var/lib/dpkg/info/*.list | xargs ls
>/dev/null)
