I propose the removal of dhcp3-client as it appears to be inferior to
the windows dhcp client (we can't have that now) and instead have udhcpc
(which is available in universe) installed by default instead to resolve
this issue which should never happen in software that is released to the
public.

Users don't care if it's non-trival to fix... the fact of the matter is that 
all the adverage user will see is that the network isn't working (as they don't 
know about such things as dhcp)
If some coder wants to have a look @ the workings of dhcp3-client & udhcpc and 
figure out why dhcp3-client fails @ life and write up a few  patches then that 
might work as well. but unless some coder is willing do to that then ubuntu 
should quit shipping dhcp3-client as if it is worthy of being used in home 
desktop systems.
