I can reproduce this by running hwdb-kde, waiting for /tmp/hwdb_data.xml to be created, deleting it, and then clicking on 'view data'. Presumably that's not exactly what happened here. However, low disc space or other programs behaving irresponsibly in /tmp might have the same effect.
