Got the solution of my bug #778188, which was marked as a duplicate of this bug.
Incidently, the solution of another problem, bug #778321 , related to the unity launcher, solved this as well: the package libdconf0 was missing (not installed by the upgrade 10.10 -> 11.04). Install it, logout, login, and both of my problems have been solved. (But why the hell do the settings of the clock go through the dbus nightmare? Does this make any sense?
