Scale using window picker for all windows displays the application but is unable to switch to the correct workspace.
I was experiencing this when a window overlaps the desktop's outside boundary: - If window spans the top and bottom (it wraps off the top screen to the bottom), then I can't switch to it from the other bottom workspace. - If window spans the right and left, then I can't switch to it from the other left workspace.
