This error from the log shows that at the time the package was being
upgraded, some other process had the debconf database open.

Since you say you were presented with this message at system start, that
means the error happened on a previous boot and whatever process had the
database locked is now gone - so there's nothing further that we can do
to debug this with the available information.  Therefore closing this
report as invalid.
